1. (SBU) PolCouns delivered reftel talking points to Ganeson
Sivagurunathan, Under Secretary for the MFA's Multilateral
Political Division, on October 23, explaining that during the
64th UN General Assembly, the USG would place great
importance on the human rights resolutions related to Iran,
Burma and the DPRK, would continue to oppose no-action
motions in general, and sought support of the biennial
elections resolution. (Discussion of the Defamation of
Religion resolution in septel.)
2. (SBU) On the human rights resolutions, Ganeson replied
that the GOM generally opposed country-specific human rights
resolutions, preferring that the UN remain engaged with the
countries in question and try to obtain improvements through
continued dialogue. The exception was the GOM's 2006 support
for the DPRK resolution, which the GOM supported in protest
of the DPRK's October 2006 nuclear weapons test. He did not
comment on the other USG priorities, but offered to discuss
UNGA resolutions case-by-case, noting that the GOM's UN
positions are heavily influenced by the annual communiques
from the Organization on Islamic Conferences and the
Non-Aligned Movement.
