ADVISOR MONTHLY REPORTING CABLE -
SUMMARY
1. (U) Advisor continued outreach via letters on January 6,
2009 to the Government of Malaysia Ministry of International
Trade and Industry; Royal Malaysian Customs; Ministry of
Foreign Affairs; and Attorney General's Chambers advising
that EXBS was still willing to provide a legal and regulatory
workshop. The Head of the International Affairs Division of
the Attorney General's Chambers advised in a written response
dated January 15, 2009 that "Malaysia is currently in the
midst of submitting a bill on a strategic trade control
system to Parliament this year. Notwithstanding, Malaysia is
amenable to the possibility of having capacity-building
trainings in the future."
2. On January 29, 2009, following completion of training in
Manila (reference paragraph 3) Advisor held "meet and greet"
meetings with officials of the Bureau of Customs that
included Floro Calixhan, Attorney, Enforcement and Security
Service; Colonel Jose. N Yuchongco, Chief, Customs Police
Division; and Napolean L. Morales, Commissioner.
SITE ASSESSMENTS/MEETINGS
3. (U) Advisor and training team from the University of
Georgia as well as EXBS FSN and Economic Assistant from the
American Embassy, Manila met on January 28, 2009 with members
of the Office of the Special Envoy on Transnational Crime's
Task Force (OSETC) to assist in crafting specific language to
be included in the Philippines' new export control law.
OSETC has included staff from the Philippine Senate in the
legislation drafting efforts in order to expedite the
proposed law through the legislative process.
TRAINING CONDUCTED
4. (U) Advanced Lisensing Training was conducted by a
contractor in Singapore January 12-14, 2009 and was well
received by the 35 participants from Customs; Defense Science
& Technology Agency (DST); and a representative from the
trade community. Advisor attended each of the training
sessions and the post training evaluation with Customs, DST,
and Economic Officer from the American Embassy in Singapore.
5. On January 26-27,2009 a Legal and Regulatory Workshop was
conducted by a contractor for 32 participants that
represented Customs; the Congress of the Republic of
Philippines; port police; and other government of Republic of
Philippines agencies. Attendees were active participants in
the training and evaluations were all very positive.
IMMINENT TRAINING/EQUIPMENT UPDATE
6. (U) Commodity Identification Training, presented by a
contractor, will be conducted for officials from the
Government of Malaysia's Atomic Energey Licensing Board
(AELB) in Kuala Lumpur, Malaysia on February 23-25, 2009.
