(U) POLOFF conveyed reftel talking points to Principal
Assistant Secretary Shahabudeen Adam Shah of the West Asia
and North Africa Division of the MFA on August 6.
Shahabudeen agreed to follow-up with us later on the points
raised in the demarche. Another MFA contact has acknowledged
that Somalia has been "completely off the radar screen" for
the GOM following Malaysia,s involvement in the peacekeeping
operation in the early 90,s and a subsequently aborted
project of the Malaysian telecommunications firm Celcom to
provide mobile services in the country. The GOM has been
active, however, in anti-piracy efforts in the region.
