1. Pursuant to reftel request, Econoff and Econ FSN contacted
the Malaysian Ministry of Defense (MOD),specifically the POC
listed in reftel - Colonel Shamsuddin bin A. Karim. Col.
Shamsuddin is with the MOD's Logistics Department. Both he
and an MOD civilian employee, Mr. Azrul Nasim, were familiar
with septel details on the proposed Government of Malaysia
(GOM) purchase in 2008 of 12 sets of night vision goggles
(NVS) from a U.S. firm, and confirmed that the GOM had at one
time wished to purchase that exact number of NVS sets.
However, Col. Shamsuddin and Mr. Azrul said that the MOD
canceled the purchase in January 2009 when, according to the
Malaysians, the order surpassed the expected delivery date of
15 December 2008. The MOD said that it no longer considers
the proposed sale to be valid, and that it was forced by the
Malaysian Ministry of Finance (MOF) to return the money since
it had been allocated for expenditure in the 2008 fiscal
year. Post was disappointed to hear the news, and Col.
Shamsuddin and Mr. Azrul said that nothing further could be
done.
