(SBU) On November 3, PolCouns delivered reftel talking
points outlining USG priorities for the UNGA's 3d Committee
to Banza Ngoy Katumwe, Head of the MFA's International
Organizations Directorate. Ngoy said that he had already
instructed the GDRC delegation to vote for the DPRK, Iran,
and Burma country-specific resolutions. The GDRC supported
the USG view that no-action motions should not be used to
halt debate. The GDRC would support the U.S.-sponsored
elections resolution. Ngoy acknowledged that defamation of
religions resolution would impede freedom of expression.
