Garvelink for reasons 1.4 (b) and (d). (C) Polcouns delivered reftel points on September 17 to Banza Ngoy Katumwe, head of the MFA's International Organizations Directorate. Ngoy said the GDRC position remained clear: Iran needed to comply with the various UNSC and IAEA resolutions regarding its nuclear program. Ngoy opined that in today's global environment, the bellicose diplomatic style Iran employs is counter-productive. Ngoy maintained that the GDRC had purposefully dragged its feet on granting agreement for the new Iranian ambassador in Kinshasa to send a message that DRC-Iranian relations were not optimal. Furthermore, Ngoy said that Foreign Minister Alexis Thambwe had turned down a request from the Iranian Foreign Minister to meet on the margins of UNGA. GARVELINK
