1. (SBU) POLOFF delivered reftel points August 13 to Banza Ngoy
Katumbwe, Head of the MFA's International Organizations Directorate.
Ngoy expressed understanding and appreciation for our promotion of
the UNESCO Director-General candidates from Austria, Bulgaria,
Ecuador, Lithuania, and Tanzania. He said that the GDRC has been
approached by Egypt, Algeria, Russia, and Tanzania, asking the GDRC
to support their candidates.
2. (SBU) Although it is likely that the DRC will follow the AU in
its support of the Egyptian candidate, Ngoy said he would ask
Foreign Minister Thambwe to consider DRC support for the strong
candidates from Ecuador and Tanzania instead. He noted that perhaps
the DRC and USG have a common interest in voting for the Tanzanian
candidate. Ngoy promised to inform us once the GDRC has decided on
a final candidate.
