REQUESTS FOR MEETINGS: INTERIM DRC RESPONSE

1. (SBU) Following is interim response regarding GDRC attendance at
64th UN General Assembly. Post will continue to engage MFA in
effort to obtain additional attendance information and report same
as soon as available:
A. Attendance of the Head of State.
-- Post has received unofficial notification from Mme Ruthie Boo,
Counselor to the International Organizations Directorate at the MFA
that Joseph Kabila, President of the Democratic Republic of Congo,
will not/not attend the 64th UN General Assembly.
B. Attendance of the Head of Government.
-- Post has received unofficial notification from Mme. Ruthie Boo,
Counselor to the International Organizations Directorate at the MFA
that Adolphe Muzito, Prime Minister, will not/not attend the 64th UN
General Assembly.
C. Attendance of the Foreign Minister.
-- Alexis Thambwe Mwamba, Minister of Foreign Affairs, will attend
the UNGA as Head of Delegation.
-- MFA provided unofficial information that Thambwe will arrive in
New York from Caracas on or about September 20. Exact arrival and
departure dates from New York and other U.S. travel plans are
unknown, as is participation in the General Debate.
-- Minister Thambwe's spouse will not attend.
-- French interpretation for Minister Thambwe is requested.
D. Attendance of other VIP's.
-- Attendance, identities of other VIP's is not known at this time.
E. Attendance of Foreign Ministry official responsible for
IO affairs.
-- Banza Ngoy Katumwe, Director of International Organizations
Directorate.
-- Arrival and departure dates are not known at this time.
-- Katumwe's spouse will not attend.
-- French interpretation for Katumwe is requested.
