ACQUIRING ARMS FROM IRAN

1. (S) DCM and POLOFF delivered reftel points on August 3 to
Prince Kaumba, National Security Advisor to President Kabila.
Kaumba expressed gratitude for the conveyance of the message
("we thank you for pointing out to us any possible violations
of international law") but did not confirm or dispute reftel
allegations. He said he had no personal knowledge of DRC
interest in Iranian arms but would make inquiries within the
GDRC and contact us with any new information. He speculated
that U.S. concerns might be the result of the GDRC's
inability to quickly bring its policy into line with its
international commitments, i.e. UNSCR 1747. DCM left a
French translation of non-paper with Kaumba.
2. (S) Comment: Kaumba remained non-chalant throughout the
delivery of the demarche and did not contest the allegations.
He did, however, quickly transition to the topic of the
Secretary's visit to the DRC, clearly not wanting to linger
on the subject of the demarche. End comment.
