1. (S) PolOff delivered reftel demarche on January 21 to
Valentin Matungul, the MFA's Cabinet Director, underscoring
USG concerns with respect to the Bi Ro Bong's apparent visit
to DRC territory. PolOff urged the GDRC to either deny
docking to the ship or require it to submit to an inspection.
2. (S) Matungul said he was unaware of the situation, but
promised to inform the appropriate authorities of our
requests. He underlined that the GDRC does not engage in
this kind of weapons trade.
