1. (U) The items contained in this report consist principally of
spot information from various sources. This report is not
exhaustive, nor can all the information contained therein be
confirmed at this time.
Security Situation

2. (SBU) According to MONUC, the FARDC claims to have killed one
FDLR fighter and captured two in the Virunga National Park near
Tongo. (Note: MONUC Kinshasa speculated that increased FARDC
sorties against FDLR positions in the park may be to eliminate
backside threats, as the FARDC moves against FDLR positions east of
Virunga. End Note.) Additionally, the FARDC claims to have moved
all FDLR out of a 40 kilometer stretch of road running east-west
from Minjenje, 20 kilometers to the east of Pinga.
3. (SBU) There are unconfirmed reports of 1,200 FARDC soldiers
moving from the Kashebere area towards Pinga. Another 1,500 FARDC
troops continue to move towards Shabunda from Kindu. There are also
unconfirmed reports of a FARDC-FDLR clash 20 kilometers south of
Kashebere (at Ngenge),resulting in the death of one FARDC soldier,
3 wounded, plus a number of FDLR casualties.
4. (SBU) Comment: MONUC does not appear to have been involved in
either the planning or execution of any of these activities. Nor
does MONUC have much information about them, though it should, since
they all fall under Operation Kimia II. Coordination and
communications between the FARDC and MONUC continue to be patchy at
best. End Comment.
5. (U) A BBC media article, quoting a MONUC military official,
reported that the FDLR has drawn up a "hit list" against civilians
who assisted the DRC-Rwandan joint operation earlier this year.
