OF DRC-RWANDAN DIPLOMATIC RELATIONS
1. (U) The items contained in this report consist principally of
spot information from various sources. This report is not
exhaustive, nor can all the information contained therein be
confirmed at this time.
DRC-Rwandan Diplomatic Relations
--------------
2. (SBU) During weekend meetings in Kinshasa, the DRC and Rwandan
Foreign Ministers have apparently agreed to a full normalization of
diplomatic relations. DRC Foreign Minister Alexis Thambwe Mwamba
told the press that the process of respective accreditation of the
new ambassadors between the two countries is already in process
(Comment: While this is a very welcome step, on previous occasions
the DRC and Rwanda have pledged to exchange ambassadors within a
given period of time, only to see the effort fizzle out. While the
recent rapprochement between the two countries provides additional
reason to believe that this time it really will happen, only the
actual arrival of the Rwandan Ambassador will signal full-fledged
re-establishment of diplomatic relations. End Comment).
Nkunda's Status
--------------
3. (U) At the same meeting, the ministers discussed the question of
Laurent Nkunda's extradition, which has reportedly been remanded to
the respective Ministers of Justice. They are scheduled to meet in
April to agree on the legal basis for Nkunda's extradition.
Operation Kimia II
--------------
4. (SBU) MONUC and the FARDC are reportedly ramping up Operation
Kimia II with an aggressive campaign to increase pressure steadily
on the FDLR. In contrast with the recent joint operation, this new
one will not include DDRRR outreach efforts to convince Rwandan
rebels to return home peacefully. FDLR fighters can still surrender
to DDRRR offices, but "the time for negotiations is past," according
to sources in MONUC.
Humanitarian Situation
--------------
5. (U) CARITAS, in a March 27 press release, has called for urgent
humanitarian assistance for IDP's created by the recent FARDC-RDF
joint operations. CARITAS says it has tallied more than 20,000 new
IDP's, including 8,378 in Kanyabayonga, 2,015 in Kayina, and 7,000
in Kirumba. In addition to food assistance, many of the IDP's are
reportedly in need of medical attention. OCHA announced March 29
that more than 70,000 IDP's had recently fled from South Kivu to
North Kivu, most likely to avoid the anticipated launch of Kimia II
in South Kivu. OCHA claims that 35% of these IDP's are in camps,
with the remainder lodged with family or friends.
