SUBJECT: PRESIDENT KABILA'S SPEECH IN GOMA
1. (U) Local press has reported that, in a March 9 speech in Goma,
President Kabila emphasized the need for political actors and civil
society to refrain from any action or discourse that would harm the
process of restoring peace in the Kivus. Kabila stressed that,
thanks to the end of the war in North Kivu, a new era has begun that
will itself usher in new challenges, and that it is important that
the people resume work. "You do not eat peace, but without peace,
you cannot eat either," he said. He called for the participation of
all elements of the population in reconstruction efforts, particular
that of young people.
2. (U) Kabila deflected questions about Nkunda's status, saying he
had come to the region to talk about the DRC, not about a person.
He did, however, say that "concerning the man you have mentioned,
you will see him here one day."
3. (SBU) Comment: Public diplomacy is not one of the GDRC's, much
less Kabila's, strong suits, so it was refreshing to see the
president embark on what amounted to a "road show" in eastern Congo.
More frequent direct communication from Kabila to the citizens of
the DRC of this kind will play a key role in any effort to
strengthen his and the government's popularity among the population.
Preliminary reports indicate that he was well received in Goma.
