SUBJECT: FARDC REQUESTS SENIOR LEADERSHIP TRAINING

1. (SBU) Major General Dieudonne Amuli Bahigwa, FARDC Deputy
Chief of Staff for Operations, has formally requested a USG
training team to conduct a senior leadership seminar on
civil-military operations. Post will follow up immediately
with the FARDC to maintain momentum, as this represents a
major step forward by senior FARDC leadership in that they
demonstrate that they recognize the necessity to build good
civilian-military relations. During SA Wolpe's recent visit
to Kinshasa, the Ministers of Defense and Regional and
International Cooperation, as well as parliamentary leaders
(reftels),expressed support for some type of training for
the FARDC high command.
2. (SBU) We strongly recommend that the training be
conducted in late January or in February to serve as a
stepping stone leading up to the March Training Strategy
Conference. Post will prepare a Training Strategy Conference
Concept immediately.
