(SBU) Polcouns and poloff delivered reftel points on December
3 to Banza Ngoy Katumwe, thanking the GDRC for having
switched its vote in a positive manner in the Third Committee
and urging the GDRC to vote no or, at the least, to abstain
in the UNGA plenary session during the week of December 7-12.
Ngoy said that the GDRC was considering voting no in the
