1. (C) PolOff briefed Mr. Mavambu Matumona, MFA Deputy
Director for the Office of International Cooperation's Bureau
for the Americas, Asia, and Oceania. Matumona quickly
responded that the well-known position of the GDRC is against
the propagation of nuclear arms and that the GDRC supports
the USG's position vis-a-vis Iran's nuclear program.
Matumona is receptive to follow-on meetings to discuss next
steps determined during or after the meeting of the IAEA
Board of Governors.


2. (SBU) Biographic Note: This was our first meeting with Mr.
Matumona, a career diplomat, whose Kinshasa-based assignment
at the Office of International Cooperation began during the
last year. His previous assignments abroad were to Romania
and most recently Poland where he was Charge d'Affaires in
Warsaw. He conducted the meeting entirely in French. End
