(C) PolCouns delivered reftel talking points on November 18
to Banza Ngoy Katumwe, Head of the MFA's International
Organizations Directorate, urging the GDRC to oppose Iranian
or Burmese attempts to limit debate on country-specific human
rights resolutions through "no action" motions. Ngoy said
that he had already instructed the GDRC delegation to join
with the USG in opposing any no action motions (Note: last
year the GDRC was absent for both no action motions. End
