(SBU) Per reftel, EmbOff delivered demarche to urge Government of Jamaica (GOJ) to undertake specific actions to ensure immediate and robust implementation of financial provisions of UNSCR 1874 in order to prevent Democratic People's Republic of Korea (DPRK) from using Jamaican jurisdictions to facilitate arms-related or proliferation-related financial transactions. Demarche was delivered to Ambassador Norma Taylor Roberts, Director of the International Organizations Department of the Government of Jamaica (GOJ)'s Ministry of Foreign Affairs and Foreign Trade (MFAFT) on June 30. ¶2. (U) Emboff also provided MFAFT with text of the June 18, 2009 Treasury Department advisory regarding the involvement by DPRK government agencies and front companies in illicit activities and requesting that host governments take specific action to mitigate the risks posed by North Korea's illicit activities. Emboff requested that Taylor Roberts pass the advisory on to the GOJ Finance Ministry. ¶3. (SBU) Ms. Taylor Roberts had no substantive comment. Post will report any further response from the GOJ. MOSS
