UNDER THE CARTEGENA PROTOCOL ON BIOSAFETY

1. Per reftel, EmbOffs delivered demarche regarding liability and
redress under the Cartagena Protocol on Biosafety in the course of a
meeting on February 11 with Ministry of Agriculture International
Trade Specialist Karl Hyatt and Special Advisor Dr. Wayne Henry.
2. Hyatt reconfirmed that Jamaica is not yet a signatory to the
Cartagena Protocol, and added that he was uncertain whether the
Government of Jamaica:
(a) would send an observer to the February 23-27 meeting in Mexico
City; or (b) had formulated a position with respect to the proposed
rules on liability and redress for damage resulting from the
cross-border movement of living modified organisms (LMOs). He said
he would make inquiries and would contact the Embassy to provide any
information obtained. Post will report any further developments.
