1.(SBU) The most senior Jamaican police official ever convicted of
a serious crime has been sentenced to 18 months hard labor. Senior
Superintendent Harry "Bungles" Daley was convicted of extortion on
December 16; he is scheduled to appear in Spanish Town Resident
Magistrate's Court on January 15 to answer five other charges of
corruption. As delineated reftel, Daley had been arrested in July,
2008 in a covert "sting" operation conducted by the Jamaica
Constabulary Force (JCF)'s Anti-Corruption Branch, with support
from the Jamaica Defence Force (JDF) and technical assistance from
the Embassy's DHS/ICE Attache; he had been caught on film accepting
marked cash from a businessperson. Daley allegedly has close ties
to Jamaican criminal leaders ("dons") of the "One Order" and
"Clansman" gangs, and is suspected of involvement in drug
trafficking. The court has granted Daley an extension of bail
pending his attorney's appeal of the conviction.
2. (SBU) Comment: The JCF is widely perceived as suffering from
endemic corruption, and recently was described as "irreparable" by
a senior British officer working to root out deep-seated corruption
in its ranks. Nevertheless, recently-installed Acting Commissioner
of Police Owen Ellington was quick to publicly welcome Daley's
conviction as a sign of the JCF's drive to reform itself. End
Comment.
