(C) Pol/Econ Chief delivered reftel demarche to Ministry of
Foreign Affairs IO Chief Ben Rutsinga on February 18.
Rutsinga said the GOR had not sent a delegation to the review
session, and had not sent instructions to its delegation in
Geneva. Regarding anti-Zionist language in the draft outcome
document, Rutsinga noted that Rwanda generally did not
support review documents on thematic conferences that overly
focused "on one country." However, he said, Rwanda did not
have a prepared position on the review session. He further
noted that Foreign Affairs Minister Rosemary Musminali, and
other senior officials, were attending a week-long retreat
out of the capital, and were not available for consultations.
Rutsinga advised contacting the GOR delegation in Geneva,
which he believed would probably be attending the review
session.
