(SBU) Mission delivered reftel white paper on the
Pakistan/Afghanistan strategic review to the Ministry of
Foreign Affairs on March 30. Africa and Asia Director
Augustin Rutikara received the white paper and promised a
careful reading. Rutikara said that, while Rwanda had
embassies in Japan, China and India, and would soon open two
more in Singapore and South Korea, the GOR concentrated the
bulk of its efforts on regional security challenges.
