(C) DCM delivered reftel demarche to Ministry of Foreign
Affairs Acting Permanent Secretary Joseph Kabakeza on
February 24. Recalling the lengthy collaborative effort
between the U.S., Rwanda and other governments to
successfully sanction senior FDLR leadership, DCM noted the
USG would, in concert with other members of the UNSC
Sanctions Committee, submit the names of four individuals for
sanctioning. DCM pledged to continue to work with the GOR in
seeking adequate identifiers for other FDLR leaders.
Kabakeza welcomed the submission of the four names, and
warmly accepted the offer of future joint efforts, saying,
"We will work with you on these other names." On the
question of the apparently differing approaches of the
Ministry of Foreign Affairs in Kigali and its Permanent
Mission in New York to the submission of names for
sanctioning, DCM and Kabakeza agreed that the matter was an
internal GOR concern to be resolved within the Ministry.
