1. (C) Summary: U.S. Special Envoy to Sudan General Scott
Gration met on August 20 with Sudan's Second Vice President
Ali Osman Taha. The Special Envoy noted that ten of twelve
outstanding issues related to implementation of the
Comprehensive Peace Agreement (CPA) had been resolved, and
that he would return September 9-11 to help settle census and
referendum planning deadlocks, after which any remaining
issues should be resolved at high level talks between the
parties. Taha told the Special Envoy that a decision on
unity or secession was necessary as a prerequisite to full
implementation of the CPA. Taha said that the emergence of
new Darfurian rebel groups bogs the system down; there must
be a time limit for rebels to join te peace process,(he
