1. (C) During a September 15 meeting with Foreign Minister
Sujata Koirala (ref A),Charge encouraged the Government of
Nepal to respond favorably to meeting requests from the
Government of Kosovo during the upcoming UNGA session (ref
B). Koirala was unaware of any request for a meeting, but
appeared open to the idea.
2. (C) Comment: As Post has reported (ref C),the Government
of Nepal is unlikely to recognize Kosovo ahead of its much
larger neighbors India and China. Nepal has its own
separatist movement in its southern Terai region, which might
also give it pause. Nevertheless, the Foreign Minister does
not appear to have strong personal views on the issue and
would likely be receptive to meeting with her Kovosar
counterpart on the margins of UNGA. End Comment.
