1. (SBU) On July 20, Rudra Nepal, Under Secretary for UN and
International Organizations at the Ministry of Foreign
Affairs (MFA),told Emboff that the Government of Nepal had
not decided who would attend the 64th UN General Assembly in
New York beginning mid-September. He said that the Prime
Minister would probably lead the delegation, which would
include the Foreign Minister, but beyond that could not
provide any other names. The Foreign Minister subsequently
confirmed to Charge on July 28 her intention to participate.
2. (SBU) As of July 31, officials in the Division of UN and
International Organizations at the Ministry of Foreign
Affairs were still unable to confirm who would be part of
Nepal's delegation. Based on attendance in previous years,
post speculates that the following Nepalese officials may
travel to New York, as per reftel request.
A. Attendance of the Head of State: President Ram Baran
Yadav is not expected to attend.
B. Attendance of the Head of Government:
-- Prime Minister Madhav Kumar Nepal is expected to lead
Nepal's delegation.
-- Arrival and departure dates and presence for the General
Debate: To be determined.
-- Spouse participation is unknown.
-- The Prime Minister speaks English.
C. Attendance of the Foreign Minister:
-- Foreign Minister Sujata Koirala plans to be part of the
delegation.
-- Arrival and departure dates and presence for the General
Debate: To be determined.
-- No spouse will accompany.
-- Koirala speaks English.
D. Attendance of other VIPs:
-- Gyan Chandra Acharya, Foreign Secretary, is likely to
attend.
-- Arrival and departure dates and presence for the General

-- Madan Bhattarai, MFA Spokesman, is likely to attend.
