(SBU) On July 7, Emboff delivered the reftel demarche and
talking points to Madan Bhattarai, Joint Secretary of the
Foreign Ministry's UN and International Organizations
Division, recommending that the parties (member governments)
of the International Telecommunications Satellite
Organization (ITSO) not authorize arbitration against the
United States and the United Kingdom. Nepal is a party to
the ITSO. Bhattarai was not familiar with the ITSO, and said
it was unlikely that Nepal would send a representative to the
ITSO Assembly in Rome. However, he agreed to convey the
information to Nepal's Permanent Mission to the UN in Geneva,
which works with the International Telecommunication Union,
and is also responsible for diplomatic relations with Italy.
