Two More Ministers Inducted

1. (U) On July 3 Prime Minister Madhav Kumar Nepal inducted
two more ministers into his cabinet: Rajendra Mahato,
chairman of the small, Madhesi-based Sadbhavana Party (SP),
as Minister for Commerce and Supplies; and Prem Bahadur
Singh, the sole Member of Parliament from the Social
Democratic People's Party Nepal, as Minister for Law and
Justice. Mahato held the same position in the previous
Maoist-led government. He was elected in April 2008 to the
Constituent Assembly from Sarlahi District in the central
Terai. Singh is a former Communist Party of Nepal - United
Marxist Leninist MP who formed his own party in 2007.

2. (C) Mahato told Emboff July 2 that he expected to join the
cabinet soon as Commerce and Supplies Minister. Prime
Minister M.K. Nepal had indicated to him that the Nepal Oil
Corporation would remain under Commerce (not shifting to the
Energy Ministry as some had proposed) and that SP would be
given a second cabinet position. With the recent additions,
only two ministries remain vacant: Women, Children, and
Social Welfare, which has been assigned to the Madhesi
People's Rights Forum; and Environment, Science, and
Technology. As currently structured, the cabinet, including
state ministers, has 32 members from eight parties.
