1. (U) The two members of the Terai Madhes Democratic Party
(TMDP) named to the cabinet in the third expansion who had
not participated in the swearing-in ceremony on June 24
(Reftel) took the oath of office and secrecy from Prime
Minister Madhav Kumar Nepal on June 25.
2. (U) The cabinet now also includes:
Industry - Mahendra Ray Yadav (TMDP)
State Minister for Industries - Dan Bahadur Chaudary (TMDP)

3. (SBU) One month after Prime Minister Nepal's swearing-in
ceremony, his cabinet now comprises 20 ministers and eight
state ministers. Four ministries from the previous
government remain unassigned: Women, Children, and Social
Welfare; Science, Technology, and Environment; Commerce and
Supplies; and Law and Justice. Deputy Prime Minister and
Minister for Physical Planning and Works Bijay Gachhadar has
been holding the Ministry for Women, Children, and Social
Welfare since the Prime Minister allotted it to his party
(Madhesi People's Rights Forum). The Prime Minister himself
is covering the other three unassigned ministries. Prime
Minister Nepal has previously offered small parties in the
coalition the chance to name one minister or state minister
for each 10 Members of Parliament who can agree on a nominee.
Embassy sources predict the full cabinet will be in place
the week of June 29, but no previous such timelines have been
met.
