MEMBERSHIP BID
REF: A. KATHMANDU 328
B. STATE 33629
(SBU) On April 27, Deependra Bahadur Kshetry, Governor of
Nepal Rastra Bank and the International Monetary Fund (IMF)
governor for Nepal, told Emboffs that the Government of Nepal
(GON) had yet to decide whether to vote on Kosovo's
membership bid to the IMF and World Bank. Kshetry said that
he was mindful of the deadline on May 5, but he needed to
consult with the Finance and Foreign Ministers before issuing
a vote. Emboffs reiterated the importance of Nepal casting
its ballots even if the GON, which continues to hesitate to
recognize Kosovo's independence, could not vote "yes" to the
membership bid. On April 22, the Ambassador encouraged
Foreign Secretary Gyan Chandra Acharya to push the GON to
vote in favor of Kosovo's membership in the IMF and World
Bank (Ref A).
