(C) Foreign Secretary Gyan Chandra Acharya told the
Ambassador on April 21 that the Government of Nepal (GON)
would welcome U.S. participation on the UN Human Rights
Council (UNHRC). Acharya said the GON had been disappointed
when the United States, which had been instrumental in
reforming the UN's human rights structures, chose not to join
the UNHRC from the outset. In response to the Ambassador's
request, the Foreign Secretary said he would be pleased to
convey the GON's position to Nepal's permanent representative
in New York in time for the vote in May.
