1. (SBU) On February 27, Rudra Nepal, Joint Secretary for UN
and International Organizations at the Ministry of Foreign
Affairs, expressed interest in Judge Painter's candidacy for
the UN Appeals Tribunal but did not commit the Nepalese
delegation in New York to voting for him. Emboffs, as
instructed per reftels, emphasized Judge Painter's
qualifications for the new tribunal and the critical role it
should play within the UN in resolving employment disputes.
The Joint Secretary asked several questions about Judge
Painter and the election scheduled for March 2, including
whether the U.S. delegation in New York was also lobbying
Nepal's delegation to vote for the American candidate.
2. (C) Embassy comment: Although the Foreign Ministry
official did not guarantee that Nepal's delegation in New
York would vote for Judge Painter, post expects that it will.
Nepal has generally been supportive of U.S. interests,
choosing to abstain in most cases rather than voting against
the U.S. position. Additionally, Nepal is likely to follow
the lead of India and China, both of which are expected to
vote for Painter (ref A).
