Reporting for calendar year 2008, formatted as per Ref D.

status.

PROGRAM IMPACT
--------------
Computer equipment: The power transformers-stabilizers
facilitate the use of 110v UPS units that are incompatible
with Nepal's power grid. Workstations can operate for 20
minutes after a power outage -- of which Kathmandu
experiences up to 16 hours per day -- enabling employees to
save their work and complete the essential task of providing
judicial services to the Nepalese public.

C. Lack of Use and Misuse of Commodities: N/A
D. Disposal of Commodities: In 2008, the Government of
Nepal (GON) removed all items tracked in previous reports --
including motorcycles and bicycles provided to the Nepal
Police Women's Cell and the Nepal Drug Control and Law
Enforcement Unit in 1996 -- from GON inventory because of
breakage and non-repairable status.
E. Other Problems: N/A. Post has full access for end-use
monitoring as needed.

2. Post's Senior Law Enforcement Advisor judges that items
provided to Nepalese law enforcement units prior to 2005 with
International Narcotics and Law Enforcement funding have
performed beyond their useful life and did not report them in
the End-Use Monitoring Report for calendar year 2008 (Ref B).
With the exception of computer equipment for the courts, the
GON has removed all items -- including motorcycles and
bicycles provided to the Nepal Police Women's Cell and the
Nepal Drug Control and Law Enforcement Unit in 1996 (Refs A
and E) -- from GON inventory because of breakage and
non-repairable status. In 2008, the Department of Justice
International Criminal Investigative Training Assistance
Program funded 65 power transformers-stabilizers to
facilitate the use of desktop computers and printers at the

Supreme Court and district courts. These have been accounted
for, along with previously donated computer equipment, by
post personal inspection. Please see detailed accounting
above.
3. Nepal was not a recipient of INL-funded programs between
2005 and 2009. On January 23, 2009, the Government of Nepal
signed a Letter of Agreement (LOA) for long-term law
enforcement assistance worth more than USD 2.5 million to the
Home Ministry, Nepal Police, and Armed Police Force (Ref C).
Post looks forward to the opportunity to assess the impact of
this INL-funded assistance in the End-Use Monitoring Report
for calendar year 2009.
