1. (SBU) In his meeting with Assistant Secretary Richard
Boucher on February 11, Foreign Secretary Gyan Chandra
Acharya said that the Government of Nepal (GON) has yet to
decide if it would recognize the independence of Kosovo.
Acharya acknowledged that the GON understood the U.S.
interest in Kosovo's recognition (as per Ref A points) but
could not make a decision at this time because of regional
sensitivities.
2. (C) Comment: The GON is unlikely to recognize the
independence of Kosovo as long as India and China, the two
countries that sandwich Nepal and influence much of its
foreign policy, deny recognition (Refs B and C).
