1. (SBU) On November 11, Charge met with Foreign Secretary
Madan Bhattarai and urged Nepal to support the U.S. position
on the upcoming UN country specific human rights resolution
votes. Charge expressed his appreciation Nepal's past record
of abstaining on such resolutions. The Foreign Secretary
said he was aware of the upcoming votes and noted that Nepal
traditionally abstained on country specific human rights
resolutions.
