(C) The Ambassador delivered reftel demarche to Minister of
Finance, Planning and Economic Development Syda Bbumba, who
is Uganda's Governor for both the World Bank and
International Monetary Fund, on April 16, 2009. Minister
Bbumba did not indicate whether Uganda would vote yes, no or
simply be present to help provide a quorum on the matter.
Post notes that Uganda has voted with the African Union
consensus on issues of independence in the past.
