(U) PolOff conducted a post-shipment inspection of license 050112288 for the export of International Traffic in Arms (ITAR)-controlled biometric identification equipment on December 1 per reftel request. Poloff visited the Triple Canopy Uganda recruiting/processing center to inspect the equipment and speak with Triple Canopy Uganda representative Herbert Walker. ¶2. (U) Reftel directed Post to inspect end use of the following items: - 1 Kit - Mobile fingerprint scanner - 1 Kit - Latent Image Camera - 1 Kit - Jump Kit, Guardian R Poloff confirmed that one mobile fingerprint scanner, one digital camera, and one laptop computer with application software are in use for the stated purpose at the stated Kampala address per reftel. Walker stated that these items comprise all of the equipment used by Triple Canopy Uganda for biometric processing. It is unclear from our inspection whether these items form part of the "Jump Kit", or represent the individual mobile fingerprint scanner "kit" and latent image camera "kit". ¶3.
