(C) POLOFF informed the Ministry of Foreign Affairs'
Multilateral Affairs Officer, Issac Sebulime, of our Sudan
strategy per reftel on October 28, stressing the need to end
conflict in Darfur, implement the Comprehensive Peace
Agreement (CPA),and ensure that Sudan does not provide safe
haven for terrorists. Sebulime said Uganda is closely
following events in Southern Sudan and the run up to the 2011
referendum. He said that for the referendum to succeed,
Sudan must articulate clearly defined administrative
boundaries, as well as the percentage of votes required for
Southern Sudanese independence. Sebulime described the
problem of Southern Sudan as exceedingly more complicated
than Darfur due to the international, political, and military
implications of southern independence.
