(SBU) Poloff delivered reftel demarche urging Uganda to vote
in favor of International Civil Service Commission candidate
Lucretia Myers to the Ministry of Foreign Affairs'
Multilateral Affairs Officer, Issac Sebulime, and the Acting
Chief of the Ministry's Social Unit, Martinez Mangusho, on
October 28. Sebulime praised Myers' strong credentials and
said Uganda's Mission to the UN believes Myers will provide
geographic and gender balance to the Commission, but could
not provide a definitive response on how Uganda would vote.
(Note: USUN has provided Mission Kampala a copy of notes from
the October 16 meeting between USUN Senior Advisor for Africa
Patrick Durigan and Uganda's PermRep to the UN Ruhakana
Rugunda that indicate Rugunda has pledged to support this
candidacy. End Note.)
