The Government of Uganda will not send a representative to
the Global Nuclear Energy Partnership (GNEP) Meeting in
Beijing. The U.S. Mission provided reftel non-paper on the
proposed changes to the name and inclusivness of GNEP to
Ministry of Foreign Affairs Multilateral Affairs Officer
Issac Sebulime on October 15, and to the Ministry of Energy's
Nuclear Energy Unit Chief Michael Kiza on October 19. In a
subsequent communication, Mr. Kiza thanked Econoff for the
information and said that he had briefed Energy Minister
Hillary Onek on the proposed GNEP changes. Mr. Kiza said
scheduling conflicts would prevent Minister Onek from
attending the GNEP Executive Committee Meeting in Beijing and
that no alternate GOU representative would attend.
