(SBU) Poloff relayed recent Goldstone Report developments and
associated U.S. concerns (reftel) to Ministry of Foreign
Affairs Multilateral Affairs Officer Issac Sebulime on
October 14. Mr. Sebulime had just returned from Uganda's
Mission to the Unitied Nations in New York and was aware that
the Security Council's monthly Middle East meeting had been
moved up to October 14. Sebulime said that Uganda would not
support a discussion of the report at the meeting and stated
that members of the Security Council were not yet prepared to
discuss the lengthy report. Poloff informed Sebulime of the
U.S. government's concern over the planned October 15-16
special session of the HRC, and conveyed U.S. support for
deferring debate on the report until March, as was agreed
during the fall HRC session.
