BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS: EXBS activities during this reporting period included: 1.(U) EXBS staff met with Afghan Border Police to discuss installing modular shelters on the borders, provided density meters to train Afghan Police on vehicle searches, inspected facilities at the Ministry of Commerce and Industry for a training room refurbishment project, conducted site assessment of a shipping company facility, delivered one diplomatic note and one equipment grant to the Afghan MFA, installed two metal detectors at the Kabul International Airport, and participated in a consultation visit with the Afghan Government to start drafting comprehensive strategic trade legislation. II. COMPLETED ACTIONS FOR REPORTING PERIOD (KABUL, AFGHANISTAN): ¶A. Site Assessments and Meetings held during this Reporting Period. ¶1. (U) During this report period the EXBS staff met with the Commander of Administrative Services of the Afghan Border Police, Mr. Sayed Aman Sadat to discuss installing modular border stations along the Afghan border. This project will be coordinated with the U.S Military. ¶2. (U) During this report period the EXBS staff met with Jim Petree, Program Officer for the Border Management Task Force (BMTF) to discuss a vehicle inspection training program for the Kabul Afghan Police. BMTF will coordinate vehicle stop and inspection training for the Police. EXBS has several density meters (Busters) that will be donated to the Afghan Border Customs units stationed on the Afghan borders. EXBS will loan these units and other equipment to BMTF for its training programs until the equipment is transferred. ¶3. (U) The Export Control and Related Border Security (EXBS) program has been working with the Ministry of Commerce and Industry (MoCI) to establish a modern Import/Export licensing system. Bearing Point Management and Technology Consultants have been contracted to provide the equipment and training. Deloitte Consulting LLP has been contracted to install the equipment. EXBS will provide funding �00A;to refurbish an equipment storage room to house the servers. A contract company has been identified and EXBS is waiting for the funding document to initiate the contract. ¶4. (U) During this report period the EXBS staff conducted a site inspection at Rawnag Logistic Company. Rawnag will be used to transport several equipment shipments to various border ports and inland customs depots on the Afghan borders. The first shipment will be two, thirteen-ton forklifts to Towrkham and Islam Qalah. ¶5. (U) During this report period EXBS Program Assistant Roohullah Shekaib delivered two diplomatic notes to the Ministry of Foreign Affairs informing it about a GTRI Orphaned Radioactive Source Search and Recovery Program in Afghanistan and a GTRI training program to be conducted in Uzbekistan for twenty-five Afghans. ¶6. (U) During this report period the EXBS staff presented a grant document to the Ministry of Finance for Motorola Radios donated to the Afghan Customs at the Kabul International Airport cargo section. The grant document was signed by Mr. Ameer Mohammad Niazi. ¶B. Training Conducted During Report Period. ¶1. (U) on August 10, 2009 EXBS and Commonwealth Trading Partners KABUL 00002401 002 OF 002 (CTP),a Legislative Development Consultation company, started a Legislative Development Workshop at the Serena Hotel in Kabul. Eight Afghan Government officials participated in the four-day workshop. The visit is at the request of the Afghan Government to have Commonwealth Trading Partners follow-up on four export control workshops provide in 2008. CTP will assist the Afghan Government in drafting an Export Control Law that conforms to international standards. The next visit will be scheduled in October. ¶C. Training Programs Pending. ¶1. (U) EXBS has entered into an agreement with BMTF to use BMFT Mentors located near border crossing posts and Inland Cargo Depots (ICDs) as trainers on selected EXBS equipment. The trainers will have experience as border inspectors and knowledge on the equipment. BMTF Mentors stationed at Islam Qualah and Towr Kham Border Crossing Points (BCPs) have provided training on Busters and assorted inspection tools. The Mentors will train Customs and Border Police Officers assigned to the ports on the equipment and then turn the equipment over to Customs. Like kind inspection equipment is being planned for the Border Police stationed at the BCPs. On the more technical equipment, subject matter experts will be required to conduct training on the radiation and metal detection/identification devices. Once a source for this training has been identified and the training completed, this equipment can be fielded immediately. The EXBS office continues to work with ISN/ECC to find an acceptable source for this training. Getting the equipment out to the BCPs is a top EXBS priority. ¶4. (U) The Ministry of Commerce and Industry (MoCI) provided the Embassy with an official notice stating that it welcomes the assistance of the Embassy and EXBS in developing a new Export Control Law (Strategic Goods Act). This law, based on European Union (EU) models of similar laws, will incorporate control lists and provide the legal foundation to institutionalize controls on the movement of weapons of mass destruction and their precursors. EXBS provided funds to translate a version of a model EU law into Dari. The model EU law will serve as a starting point for the MoCI to draft its Strategic Goods bill. Other key stake holders such as the Ministry of Finance (Customs) and the Ministry of Foreign Affairs have expressed their commitments to getting this draft legislation completed. This project will build capacity for the Afghan government in the area of non-proliferation controls and will provide a legal foundation for the use of international Control Lists and Import, Export and Transshipment controls for the movement of Weapons of Mass Destruction. The new hardware and software will automate their current license control system. This effort will include a database that can efficiently manage licensing approvals as well as give the law enforcement community better visibility of the movement of all shipments in and out of Afghanistan. ISN/ECC is in the process of scheduling this assistance. III. RED FLAG ISSUES: ¶1. (U) No Red Flag Issues to report. EIKENBERRY
