1. (C) Summary: The European Union Police Mission in
Afghanistan (EUPOL)A) has completed an initial
reconnaissance visit to Laghman province, and based on
discussions with Task Force (TF) Duke, is preparing a concept
of operations for deploying officers to Regional Command East
(RC-E). As an initial step, the plan proposes to place five
mentors and trainers at the Regional Coordination Center
(OCC-R) in Jalalabad, and a minimum of 10 trainers in Laghman
province to conduct training of Afghan National Police (ANP)
Non Commissioned Officers (NCOs). End summary.


2. (C) The State Department Regional representative and the
Provost Marshall police training officer for TF Duke
(Nangarhar, Nuristan, Kunar and Laghman provinces) met April
13 with the senior leadership of the EU Police Mission in
Afghanistan. The meeting followed previous sessions and
continued the planning process following EUPOL's survey
mission to Laghman in March. Danish Police Commissioner Kai
Vittrup, Head of Mission, was joined by Deputy Head Peter
Horst, Political Advisor Andres Folk, and Head of
Administration Eric Martijn.


3. (C) EUPOL Chief Vittrup has established the deployment of
EUPOL to Eastern Afghanistan as a priority. Positions had
been allocated to the East in the original deployment plan,
but were reallocated to other parts of the country because of
the difficulty in reaching agreement over terms for
deployment to U.S. sectors. Based on the results of the
survey mission, EUPOL has now prepared a concept for
deployment to TF Duke's area of responsibility in ISAF's
RC-East. The paper is ready for submission to Brussels
shortly.


4. (C) One of the primary tasks foreseen by EUPOL for their
prospective mission is to provide professional police
mentoring and training to the OCC-R in Jalalabad which brings
together senior leadership of the Afghan National Army (ANA),
Afghan Border Police (ABP),and National Directorate for
Security (NDS) to establish and coordinate regional security
policies. The EUPOL concept envisions five officers at the
OCC-R to mentor and train the ANP leadership, especially in
election-related security planning. EUPOL, in conjunction
with the UN Development Program (UNDP) and Combined Security
Transition Command Afghanistan (CSTC-A) will conduct a series
of two-day training programs in Kabul to prepare for election
security. The mission leadership offered to provide the
curriculum to TF Duke so that coordination and integration
could begin even before the deployment is approved.
Coordination with CSTC-A and others would be done in Kabul.


5. (C) A second major task of the EUPOL mission would be the
training of non-commissioned officers from the ANP at a
facility located in Laghman province. The concept paper
envisions a minimum of five mentors, four trainers, and one
rule of law adviser whose role would be to mentor and build
mid-level capacity of the ANP. Officers from throughout the
region would be brought to the facility, where they would
train together and build on the basic skills provided by TF
Duke immersion training and CSTC-A programs. At both the
regional and provincial levels, EUPOL would provide
reach-back and coordination with Kabul ministries and U.S.
national training programs.


6. (U) The Task Force Duke Commander has reviewed this
