(C) SUMMARY: Mission has encouraged Indonesia to support international missile nonproliferation efforts by subscribing to the Hague Code of Conduct Against Ballistic Missile Proliferation (HCOC). GOI interlocutors took our points on board. Mission underscored the importance of the Code of Conduct in halting the spread of ballistic missiles and in further delegitimizing such proliferation. END SUMMARY. ¶2. (C) Mission has reviewed reftel points regarding the HCOC with the Indonesian government. On May 6, Dep/Pol/C reviewed the points with Cicilia Rusdiharini, Deputy Director for North American Affairs at the Department of Foreign Affairs (DEPLU). Poloff also raised the matter with Andi Rachmianto, DEPLU's Deputy Director for International Security and Disarmament. ¶3. (C) Mission underscored the importance of the Hague Code of Conduct Against Ballistic Missile Proliferation in curbing the spread of ballistic missiles and delegitimizing such proliferation. We urged that Indonesia, as a non-subscribing country, commit to the HCOC and conveyed the rationale outlined in reftel. Mission underlined that the HCOC consists of a set of general principles, modest commitments, and limited confidence-building measures. We noted that 130 countries have already subscribed and urged the GOI to actively support these efforts. We noted that many ASEAN and Organization of Islamic Conference (OIC) member-states have already become subscribers to the Code of Conduct. ¶4. (C) GOI interlocutors had no immediate comment in response, but Rusdiharini said she would study the documents and review with appropriate offices and agencies. Rachmianto took our points on board.
