1. (U) SUMMARY: PolMilOff reviewed the USG's announcement
of sanctions on A.Q. Khan and Associates in a meeting with a
senior Indonesian nonproliferation policy official on January
13. Our GOI contact took our points on board. END SUMMARY.
2. (C) On January 13, PolMilOff discussed Department press
announcement (reftel nonpaper) with Andy Rachmianto, Deputy
Director for International Security and Nonproliferation at
the Department of Foreign Affairs. PolMilOff reviewed the
scale of A.Q Khan's activities and the impact they had had on
nonproliferation efforts. PolMilOff emphasized the purpose
of the sanctions, noting that they would help to prevent
future proliferation activities by such entities. In
addition, the sanctions reflected the diverse and global
nature of the network.
3. (C) Rachmianto took our points on board. He noted that
the list of names in the announcement did not make clear
their nationality and whether host countries had made an
effort to prosecute those individuals. Nonproliferation
regimes, such as UNSCR 1540, which was largely a response to
Khan's activities, should pay as much attention to source
countries as to recipient countries, he urged.
