1. (C) SUMMARY: Indonesia welcomes the United States'
decision to reengage with the UN Human Rights Council (HRC)
and will consider supporting our candidacy. Indonesia does
not expect to announce how it will vote prior to the HRC
election in May. END SUMMARY.
2. (C) DepPol/C delivered reftel demarche re the United
States' candidacy for the HRC to officials in the Directorate
of Human Rights at the Department of Foreign Affairs (DEPLU).
Poloff also discussed the matter with Cicilia Rusdiharini,
Deputy Director for American Affairs at DEPLU.
3. (C) We noted that the Council was a key forum for
advancing human rights. However, the United States remained
concerned that the Council was not moving in the right
direction. In seeking a seat on the Council, the United
States hoped to make it a more effective instrument to
further human rights. We urged Indonesia to support the
United States for a seat on the Council during the May
election.
4. (C) DEPLU took our points on board. Rusdiharini said
Indonesia believed the HRC was a key international human
rights mechanism and welcomed the USG's decision to reengage
with it. She said Indonesian officials would carefully
consider the U.S. request for support. She noted that
Indonesia did not normally announce its intentions in advance
of UN votes.
