1. (SBU) POLOFF delivered Ref A demarche regarding the
report of the UN Fact-Fining Mission on the Gaza Conflict
(the Goldstone Report) to Dicky Komar, Deputy Director for
Civil and Political Rights at the Department of Foreign
Affairs (DEPLU),on October 15. POLOFF underscored USG
concern regarding the unbalanced nature of the report and
noted that an unhelpful resolution on the matter in the UN
Human Rights Council (UN HRC) could hurt the ongoing efforts
to foster peace between the Israelis and Palestinians. He
noted that the report's call for countries to assert
universal jurisdiction over Israeli actions could set a
precedent with serious consequences for other country
situations. POLOFF urged Indonesia to consult closely with
the U.S. delegation in Geneva and to vote against any
unacceptable resolution.
2. (C) Komar responded that Indonesia hoped UN HRC members
would be able to reach a broad consensus on a resolution. He
promised that Indonesian officials would consider USG views
as they reviewed any resolution on the subject put forward in
the UN HRC. Komar acknowledged that Indonesia had some
concerns regarding the report's language on universal
jurisdiction. He noted, however, that Indonesia has
traditionally joined the OIC consensus on such matters.
Komar added that Indonesia appreciated the United States'
commitment to engaging the UN HRC and looked forward to
further discussions with us on this issue and others.
