(C) SUMMARY: Mission has briefed the GOI on the outcome of last week's P5 1 talks in Geneva. We urged that Indonesia publicly support the dual track approach of engagement plus preparations for increased pressure on Iran. GOI contacts expressed support for the current approach while urging that all possible steps focus on making diplomatic efforts a success. Separately, Mission understands that Special Adviser Einhorn is considering a visit to Indonesia soon. Close consultations on regional and international issues are a key part of our emerging Comprehensive Partnership with Indonesia, and such a visit could usefully review the way forward with Iran as well as other nonproliferation priorities. END SUMMARY. BRIEFING INDONESIA ¶2. (C) Per ref B, Mission has briefed the Indonesian government re the P5 1 meetings held on October 1 in Geneva. Mission reviewed the background provided by Department on the talks, urging that Indonesia press Iran to keep the commitments that it made in Geneva. These include full implementation of safeguards at the Qom enrichment facility within a couple of weeks, finalizing the fuel arrangements for the Tehran Research Reactor, and continuing an intensive pace of engagement with the P5 1 focused on the nuclear issue. Continued engagement is key, but the international community needs simultaneously to prepare to increase the pressure in order to impress upon Iran the need to comply with its international obligations. Mission urged Indonesia's public support for this dual track strategy. GOI SUPPORTS GENEVA RESULTS ¶3. (C) Contacts at the Presidential Palace and the Department of Foreign Affairs expressed support for the P5 1 effort. Astari Daenuwy, an international affairs adviser to President Yudhoyono, told Pol/C on October 5 that the dual track approach was "the best option available," and she urged the P5 1 to continue its efforts to engage Iran. The GOI would carefully listen to any plans aimed at increasing pressure on Iran, although it wanted to make sure that any such plans would truly be effective in ensuring a diplomatic resolution of the matters at hand. ¶4. (C) Poloff also discussed the P5 1 talks with Andy Rachmianto, Deputy Director of the Directorate for International Security and Disarmament at the Department of Foreign Affairs, on October 5. Rachmianto was already well briefed on the Geneva talks and said that Indonesia welcomed the P5 1 effort and the Geneva results. He specifically cited as concrete steps forward Iran,s agreement to meet with the P5 1 again before the end of October and to use some of its existing stockpile of low enriched uranium to fuel the Tehran Research Reactor. Rachmianto acknowledged the risk of Iran backtracking on those commitments. PROPOSED VISIT BY SPECIAL ADVISER ¶5. (C) Separately, Mission understands that Special Adviser for Nonproliferation Robert Einhorn is considering a visit to Indonesia soon. Such a visit would be very useful as a way to outline the international community's ongoing concerns in this area and to discuss the way forward. While it has closer connections with moderate Arab states, such as Jordan, Egypt and Saudi Arabia, the GOI has a modicum of links with Iran, including some trade and investment. As we move forward in building our Comprehensive Partnership with Indonesia, we believe that the GOI appreciates its ongoing close consultations with the USG on key regional and international issues. A visit by S/A Einhorn to brief on nonproliferation issues, including re Iran, would fit well into that overall effort. We are also sure that the GOI JAKARTA 00001658 002 OF 002 would appreciate such a visit, just it as has appreciated USG visits related to Burma and China. OSIUS
