1. (C) POLOFF delivered Ref A points regarding the UN Fact
Finding Mission Report on the Gaza conflict to Diana Sutikno,
Director for Civil and Political Rights in the Directorate of
Multilateral Affairs in the Department of Foreign Affairs
(DEPLU) on October 1. POLOFF noted that the resolution on
this matter likely to come before the UN Human Rights Council
(HRC) could have negative consequences for the
Israeli-Palestinian peace process. He outlined USG concerns
regarding the report's call to countries to assert universal
jurisdiction over Israeli action and its failure to encourage
domestic review procedures. POLOFF urged Indonesia to vote
against the resolution or at least to abstain.
2. (C) Sutikno responded that Indonesia still hoped that a
compromise could be reached on a resolution that would be
acceptable to more members of the HRC. She said that while
Indonesia remained concerned about Israeli action during the
Gaza conflict, the GOI did not wish to see any action that
might disrupt the peace process. Indonesia did have some
concerns regarding the report's language on universal
jurisdiction. While she did not say how Indonesia would vote
she noted that Indonesia had traditionally joined the OIC
consensus on such matters. It appears likely that Indonesia
will do so on this resolution as well.
