This message is Sensitive, but Unclassified -- Please handle accordingly. ¶2. (U) SUMMARY: This is a request for fiscal year 2010 (FY10) Joint Interagency Taskforce West (JIATF West) support in Indonesia, as defined and authorized by the National Defense Authorization Act of 1991 (as amended). See action request in paragraph 3. ¶3. (SBU) Indonesia faces significant threats posed by transnational criminal organizations and violent extremist networks. Action Request: Mission requests DoD counterdrug support that enhances U.S. and Indonesian law enforcement capability to combat these threats. DoD counterdrug activities will directly support the Mission Strategic Plan by assisting Indonesian National Police and other law enforcement organizations to operate effectively with U.S. and regional security partners. END SUMMARY. ¶4. (SBU) Mission requests that JIATF West continue to provide analytical support to the Drug Enforcement Administration (DEA) Singapore Country Office (SICO) through consistent analyst presence at the Joint Inter Agency Counter Drug Operations Center (JIACDOC) in Jakarta, which is operated by the Indonesian National Narcotics Board (BNN). At the direction of the DEA SICO, the analyst will collaborate with JIACDOC and other Indonesian law enforcement entities to develop actionable intelligence for criminal investigations by the DEA SICO. POC is Russell Holske, Country Attache, DEA SICO. ¶5. (SBU) Mission requests that JIATF West continue to fund a DEA agent position in Jakarta to assist BNN in evolving operational effectiveness of JIACDOC and its associated interagency fusion center (IFC) network. The agent will be operationally responsible to DEA SICO, but under the authority of American Embassy Jakarta. ¶6. (SBU) Mission requests that JIATF West support development of the BNN National Counter Narcotics Academy in Jakarta. Specifically, infrastructure support would entail student classrooms (with computer-based training capability), barracks, dining facility, and marksmanship range. (SBU) Mission requests that JIATF West, in coordination with DEA SICO and BNN, continue to assess and develop the JIACDOC network through development of additional fusion center outstations and/or upgrade of existing facilities. Specifically, developing IFC outstations in Surabaya and Tanjung Priok, and upgrading narcotics office in Nunukan would enhance BNN capability. Post requests that JIATF West continue to support IFC bilateral and multilateral information sharing programs to enhance regional cooperation. JIATF West may continue providing an on-site program manager and information technology (IT) specialist within JIACDOC network facilities to support IFC-related initiatives. POC is Russell Holske, Country Attach, DEA SICO. ¶8. (SBU) Mission requests that JIATF West support host nation training requirements relating to intelligence, operations, and communications. Topics may include Analyst Notebook and iBase software applications, IT systems management, cell phone and computer exploitation, shipping container interdiction, and money laundering. Training would be for JIACDOC staff and other law enforcement personnel involved in drug-related transnational crime investigations. POC is Russell Holske, Country Attach, DEA SICO. ¶9. (SBU) Mission requests that JIATF West support the Federal Bureau of Investigation and Regional Security Office in providing post-bomb blast and money laundering training to Indonesian law enforcement. POC is Dave Smith, Legal Attach Jakarta. ¶10. (SBU) Mission requests that JIATF West support DHS Immigration and Customs Enforcement's (ICE) goal to develop the capabilities of Indonesian agencies, such as Indonesian JAKARTA 00001633 002 OF 002 National Police (INP),Customs, and Immigration, in their efforts to detect and interdict the flow of contraband and illegal activities by transnational criminal organizations. Specifically, ICE Singapore requests assistance with providing training on fraudulent document detection, bulk cash smuggling and cash couriers, trafficking-in-persons and human smuggling, basic drug enforcement, criminal/investigative intelligence and biometrics, and border enforcement. POC is James Ink, ICE Singapore Attach. ¶11. (SBU) Mission requests that JIATF West support the Department of Justice International Criminal Investigative Training Assistance Program (ICITAP) objective to enhance Indonesian Marine Police capability. Support would include establishing a dive locker in Tanjung Priok, Jakarta, and a boat maintenance facility in Tarakan, and upgrading barracks in Tanduk Rusa, Manado. (SBU) Mission requests that JIATF West support the Diplomatic Security Regional Security Office in establishing an explosive storage facility for the Indonesian National Police (INP). The previous storage facility was destroyed in an explosive mishap, and a new storage facility will enable INP to maintain control and safety of unexpended ordnance, which is currently not appropriately safeguarded. (SBU) Mission requests that JIATF West support U.S. law enforcement requirements for national tactical intelligence, to include maritime detection and monitoring, imagery and mapping, human and open source reporting, and commercial and national collection and exploitation capabilities. Mission also requests intelligence-related special programs equipment and assistance to support ongoing and emergent, time-sensitive law enforcement investigations. ¶14. (SBU) Mission requests that JIATF West be prepared to expand assistance to Indonesian law enforcement if training by U.S. military personnel becomes feasible. ¶15. (U) Mission appreciates consideration of these requests and looks forward to continued support from JIATF West. Mission requests JIATF West coordinate host nation engagement through appropriate Mission point of contact.
